Meet Senator Jim Burgin

James Andrew “Jim” Burgin has proudly represented North Carolina's 12th Senate District, currently including Harnett, Lee, and part of Sampson counties, since January 2019. Born in Knoxville, Tennessee, he earned his bachelor’s degree in Business Administration from the University of Tennessee at Knoxville. In Angier, North Carolina, Jim has had a blessed life alongside his wife, Ann, with three children and four grandchildren.

Senator Jim Burgin is the President and Owner of C&D Insurance. He also serves as Chairman of the Board for New Horizon Insurance Group, President of B.C. Property, Inc., a real estate development company, and a partner in John Heister Automotive, which owns Chevrolet and Chrysler Dodge Jeep dealerships.

Previously, Senator Burgin served two terms as a Harnett County Commissioner, where he served as chairman of the board. He is also an elder and church leader at Crossroads Baptist Church in Lillington, a member of the Angier Kiwanis Club, and an active participant in local Chambers of Commerce. Over the years, he has held leadership roles with community colleges, hospitals, education associations, workforce development boards, and local government organizations. Senator Burgin has received numerous awards and recognitions from groups across North Carolina and the nation, and in 2016, he was honored with North Carolina’s prestigious Order of the Long Leaf Pine.

Elected in 2018 and re-elected overwhelmingly in 2020, 2022, and 2024, Burgin is serving in his fourth term, now through 2026, in the North Carolina State Senate. He serves as Chairman of the Senate Healthcare Committee, the Appropriations Committee on Health and Human Services, and the Joint Legislative Oversight Committee on Health and Human Services. In addition, he is Vice Chair of the Council of State Governments Health Committee and a member of the National Conference of State Legislatures. Senator Burgin also serves on several other key committees and commissions, including the Committees on Agriculture, Energy, and Environment; Finance; Pensions and Retirement and Aging; State and Local Government; Joint Legislative Commission on Governmental Operations; the North Carolina Child Fatality Task Force; the Joint Legislative Committee on Local Government; and the Joint Legislative Commission on Energy Policy.
